Francine Humphrey, CEO & founder of Black TOPS Business Services established March 2020,CEO of Issues Concerning Women, Partner of The Micro Nonprofit Network, Inc. and the former CEO/Co- Founder of The FOCUSS Group, LLC a Business Development and Career Services firm, offering weekly, monthly trainings for small businesses and small business workshops.
Mrs. Humphrey is a Bank On Master Financial Trainer and Financial Coach for the City of Virginia beach, VA and loves working with the Financial Empowerment Team and the community, also a Licensed Insurance Agent , Division Leader with Five Rings Financial. She hosts and teaches a monthly Small Business Workshop at her office in Virginia Beach.
In 2007 the Co-founder and Director of Issues Concerning Women Inc. which focuses on women reaching their long-term and short-term goals of assisting women in housing, financial and life skills. ICW provides advocacy and services to infuse and stabilize households and foster a sense of community involvement, self worth and determination among women.
An inspirational speaker, spiritual coach, author and ghostwriter, she is always working to help others develop in the areas of the mind, body and soul. Host a weekly Radio Show and partnering with local businesses, non-profits and colleges gives her the opportunity to help the community and to give back. Traveling to a different city quarterly to hold seminars, workshops, and luncheons.
Mrs. Humphrey has a BA in Theology and Pastor's Greater Thou Faith Ministries. In May 2008 she was honored with an award for Kingdom Building "Celebrating the Work of the Church"by Sycamore Hill A.M.E Zion in Gates, NC by Dr. Sandi Hutchinson, Pastor. In 2013 Francine was presented the “Beacon of Hope Award” from the Urban League Guild of Hampton Roads. And was named Small Business Guru 2016 by G. Paris Media Group July 2016. On January 14, 2017 Ms. Humphrey was awarded the MLK Drum Major Service Award from President Obama and the City of Chesapeake. On January 31, 2017 recognized for her Volunteer Service at the Virginia Beach City Council Meeting. Francine Humphrey was sworn in as Vice President of the Urban League Guild for 2017 – 2019 term, September 2017 and currently is the Urban League Guild of Hampton Roads President. In 2019 she completed the Advocacy Training Program was award Certification by the National Urban League of Washington, DC.
Francine is a loving wife to Aaron, mother of four and proud grandmother of ten. She resides in Virginia Beach, VA.
