Legal Counsel and Chief Human Resources Officer, JMW

As JMW’s Legal Counsel and Chief Human Resources Officer, Cynthia Mullins takes the lead on JMW’s domestic and international legal, human resources, and administrative operations in North America, Europe, and Australia. Cynthia’s global accountabilities include contracts, intellectual property, recruitment, benefits, immigration, and compliance worldwide.

Cynthia was responsible for establishing both the legal and HR functions and her role continues to expand. She currently participates in several client business development initiatives.

Before joining JMW, Cynthia worked for the United States government at the federal, state, and local level including spells working for the City of New York, the Corporation Counsel’s Office, City Council and Mayor’s Office of Operations. Her appointments included congressional intern, governor’s legislative analyst, corporation counsel co-chair for a mayoral transition team, Superior

Court judicial clerk, alternate police commissioner for the mayor and campaign manager for a state legislative candidate.

Cynthia is passionate about education and is currently an adjunct business law professor at Norwalk Community College. She is also an adjunct management professor at the University of Bridgeport, Trefz School of Business.

She is also an active member of the community and plays leading roles in many organizations including:

  • The Connecticut Bar Association
  • Society for Human Resource Management
  • The Links Incorporated
  • The Human Capital Council and Growth Network for the Business Council of Fairfield County
  • The National Black MBA Association Westchester/Greater Connecticut Chapter
  • Delta Sigma Theta Sorority, Incorporated
  • The Jackie Robinson Foundation Northeast Region Scholarship Committee and Advisor

Cynthia also supports pro-bono efforts and in the past she managed job training and education programs for at-risk youth for the Urban League of Southern Connecticut. In addition, Cynthia hosts personal growth retreats dedicated to empowering women.

Cynthia earned a J.D. from the University of Connecticut School of Law, an M.S. in business ethics and compliance from the New England College of Business and Finance, and a B.A. in political science from the University of Connecticut. She also completed coaching certification graduate work at Columbia University Teachers College and is a summer alumna of Phillips Exeter Academy.
