Kisha D. Toppin
Technical Assistance Coach and Case Management Subject Matter Expert, U.S. Department of Labor
Kisha D. Toppin is an independent consultant and trainer in human service delivery with 30 years of comprehensive non-profit experience working with programs that serve the most challenging populations including at-risk youth as well as justice-involved and homeless individuals. Her major areas of program experience include program development and assessment, strategic planning, case management, effective service delivery systems, youth development, substance abuse prevention, youth advocacy, and city-wide collaboration building. Kisha has worked for non-profit organizations such as Covenant House Washington, the National Alliance for the Mentally Ill, Stanley Foundation Bi-polar Network/National Institutes of Mental Health, Corporation Against Drug Abuse, and Marshall Heights Community Development Organization’s “Fighting Back Initiative.”
Over the past sixteen years, Kisha has served primarily in the capacity of Technical Assistance Coach and Case Management Subject Matter Expert for the U.S. Dept. of Labor - Employment and Training Administration’s Reentry Employment Opportunities (REO) grant recipients. She attributes her direct program experience mostly to her work at Covenant House Washington where over the course of seven years, she was the Project Director for the US DOL’s Youth Opportunity Grant, the Director of Service Management, and a case manager.
Kisha received her Bachelor of Arts degree in Psychology from the American University in Washington, DC, and her Master of Theological Studies from Wesley Theological Seminary (also in Washington, DC) with an emphasis in Pastoral Counseling.
