The Biden-Harris administration recently presented a sweeping infrastructure proposal that echoed many of the National Urban League’s own Main Street Marshall Plan recommendations. Recognizing that infrastructure is more than “roads and bridges,” the administration calls for investment in human capital, including paid family leave, affordable childcare, guaranteed community college, support for minority-owned businesses, and expanding homeownership opportunities.
